FISA, or the Foreign Intelligence Surveillance Act, is a U.S. law that sets rules for gathering foreign intelligence inside the United States. It establishes procedures for the government to obtain warrants to surveil foreign individuals or entities suspected of espionage or terrorism. FISA aims to balance national security needs with protecting individual privacy rights by requiring judicial approval for surveillance activities. It also created special courts, called FISA courts, to review and authorize these surveillance requests, ensuring oversight and accountability in intelligence operations.
