It shifts specific technology exports from the tightly regulated International Traffic in Arms Regulations (ITAR) to the more streamlined Export Administration Regulations (EAR), aiming to promote innovation, economic growth, and global cooperation. ECR balances national security concerns with the need to support commercial competitiveness by clarifying guidelines and reducing unnecessary restrictions on less sensitive technology exports.
