Entitlement communities are jurisdictional areas—such as cities, counties, or states—that automatically qualify for certain federal funds and programs based on specific criteria, like population size or economic conditions. These funds are "entitled" because the community has a legal right to receive them, enabling the area to support programs related to housing, healthcare, transportation, and social services. Examples include urban centers receiving transportation grants or school districts getting education funding.
