Emergent Norm Theory explains how social norms develop during group situations, especially when existing rules are unclear or absent. Instead of following predetermined standards, individuals look to others' behaviors to decide how to act. As people observe what others are doing, new norms gradually form and gain acceptance, guiding collective behavior. This process is common in crowds or emergencies, where shared understanding evolves dynamically rather than being dictated by established rules.
