Effective calculability refers to whether a problem or function can be solved or computed by a step-by-step method that a human or machine can follow within a finite amount of time. Essentially, if there’s a clear procedure or algorithm to find the answer, and this procedure can be executed without ambiguity or indefinite steps, then the problem is considered effectively calculable. It distinguishes problems that are solvable with definite methods from those that are inherently unsolvable or require non-constructive approaches.
