Economic water scarcity occurs when a community or region lacks sufficient infrastructure or financial resources to develop and manage available water sources effectively. This means water exists in the environment, but people cannot access it because of inadequate investment, poor management, or lack of infrastructure such as pipes, treatment plants, or distribution systems. Unlike physical water scarcity, which is due to a natural shortage, economic water scarcity is a result of a country's inability to supply or deliver water to its population despite the availability of water sources nearby.
