Dual intent refers to a situation where a nonimmigrant visa applicant has two clear purposes: one is the primary reason for entering the country, like tourism or work, and the other is an incidental intention to apply for a future permanent residence (a green card). Recognizing dual intent allows certain visa categories, such as H-1B or L-1, to permit applicants to pursue permanent residency without jeopardizing their temporary visa status.
