The Cox Report, published in 1999, was an investigation by the U.S. Congress into China's efforts to acquire and develop nuclear weapons and missile technology from the United States and other countries during the 1980s and 1990s. It revealed that China had engaged in espionage and illicit transfers of sensitive military technology, undermining U.S. security.
