The Constitution amendment process involves proposing changes either by a two-thirds vote in both houses of Congress or by a national convention called for by two-thirds of state legislatures. After proposal, the amendment must be ratified by three-fourths of state legislatures or state conventions. This two-step process ensures significant support at both the federal and state levels. It is intentionally thorough to maintain stability and prevent frequent, arbitrary changes, allowing the Constitution to adapt while protecting its core principles.
