A Committee of the Whole House is a procedure in parliamentary systems where the entire legislative body temporarily works together as a single committee to examine detailed matters, such as proposed laws or budgets. This format allows for more informal discussion, easier questioning, and flexibility in debate compared to the full assembly. Members typically sit more comfortably and can speak more freely. Once the detailed review is complete, the group reconvenes as the full legislative body to decide on any proposed changes or to move forward with the legislation.
