The Baker Plan refers to a 1989 proposal by U.S. Secretary of State James Baker to address the Arab-Israeli conflict and promote peace in the Middle East. It suggested a two-track approach: first, negotiations for autonomy for Palestinians in the West Bank and Gaza, and second, broader regional talks involving neighboring countries. The plan aimed to build trust and create a framework for peace while addressing key issues such as territory and governance.
