It begins with proposals from community members, which are discussed and refined through public forums and mailing lists. Once consensus is reached, the proposal is reviewed and, if approved, formalized into policy. This collaborative process ensures policies are transparent, well-considered, and align with technical and community needs, enabling fair and efficient allocation and management of IP resources across North America.
