Allison's decision model describes how leaders choose between different courses of action during crises by considering three factors: the leader’s personality and experience (the "rational actor" perspective), their emotions and intuition (the "incidents" or "government politics" perspective), and the situation’s context (the "organizational process" perspective). Decision-making evolves through stages, starting with clear goals, then gathering information, generating options, and ultimately selecting the best action based on a combination of rational analysis, personal judgment, and situational constraints.
