1979 devolution referendum

The 1979 devolution referendum in the UK was a vote to determine whether Scotland should have its own parliament with limited legislative powers. Organised by the UK government, it asked Scottish voters if they wanted to establish a devolved assembly. Approximately 51% voted "Yes," but a requirement was that at least 40% of all registered voters needed to support the move for it to pass. Since support was just over 40% of voters but only about 32% of all registered voters, the referendum was declared inconclusive, and full devolution was not implemented at that time.
